Record of Site Condition (RSC) in Ottawa and across Ontario
In Ontario, a Record of Site Condition (RSC) is generally required before a property changes to a more sensitive use, such as from industrial or commercial to residential, institutional or parkland. It is often a condition of your building permit. An RSC must be supported by a Phase One and, in most cases, a Phase Two ESA done to O. Reg. 153/04, and certified by a Qualified Person. We manage the whole process, from the first assessment to filing on the Environmental Site Registry.

- Redeveloping a commercial, industrial or gas station site for housing

How long does an RSC take?
It depends heavily on what the Phase Two finds. A clean site can move fairly quickly; a site that needs remediation or a risk assessment takes much longer. Start early, ideally before you commit to a closing date or submit your site plan.
Who is a Qualified Person?
Under O. Reg. 153/04, a Qualified Person is a licensed professional engineer or professional geoscientist who meets the regulation’s requirements. Where required, QP certification is provided through our licensed partners, with InAIR managing the work.
